On the day the CrimeRussia website published an article that successful Moscow rentier Goda Nisanov was going to be squeezed out of the fresh vegetable market, information appeared about the arrest of one of the significant “foremen” of Food City, known as Pokrovka Muggeram.

It is worth clarifying here that for traders the main person in the market is not its owner, not even the thief in law, but the “foreman”, who represents the interests of the thief and collects tribute on his behalf. It is he who knows everything that happens in the market and manages its processes. Therefore, its elimination may mean the beginning of a redistribution, and therefore a quick transition of Food City traders to their main competitor - the Four Seasons market, which, according to some sources, has come under the wing of the Rotenbergs, Timchenko and Kadyrov with Delimkhanov.

On September 10, on the P22 “Caspian” highway in the Volgograd region, traffic police officers stopped a car with Azerbaijani citizen Maharram Novruz ogly Guliyev inside, who was immediately detained.

As follows from the decision of the Novonikolaevsky District Court, copies of which were at the disposal of our editorial office, Guliyev, being a foreign citizen, violated the regime of stay in Russia. From November 2018 to August 2019, he was on the territory of the Russian Federation. At the same time, as the court found, in connection with the cancellation of the decision on Guliyev’s admission to Russian citizenship on December 7, 2018, he exceeded the period of temporary stay (90 days in total during a period of 180 days), leaving the country only on August 10 of this year.

Guided by Article 18.8. Code of Administrative Offenses of the Russian Federation (violation by a foreign citizen or stateless person of the rules of entry into the Russian Federation or the regime of stay (residence) in the Russian Federation), the court fined Guliyev 2,200 rubles and decided to forcibly expel him from the country. Now the “authoritative” businessman is in the Temporary Detention Center for Foreign Citizens in Volgograd.


In his testimony, Guliyev first claimed that he did not know about the deprivation of his Russian citizenship, and therefore presented an invalid Russian passport to law enforcement officers. But later he admitted that due to the revocation of Russian citizenship two months ago, he received Azerbaijani citizenship, after which he went there, and returned back at the end of August this year, therefore, he has the right to stay in Russia until November 19. Guliyev’s lawyer also asked the judge, when making a decision, to take into account the presence of his children - one minor and one minor, but the court had other arguments - repeated violations of Russian legislation and the lack of a permanent place of work.

Surprisingly, such “strict” measures against Guliyev (sometimes referred to in the media as Hasanov or Zeynalov) were applied for the first time only and precisely when information about possible problems with the owner of the Food City market, God Nisanov, began to be actively circulated. When he opened it in 2014, to attract traders to his site, he used the “help of a friend,” whom he knew from the time he worked at the Cherkizovsky market under the leadership of Telman Ismailov, thief in law Rovshan Dzhaniev (Rovshan Lenkoransky), who controlled the that moment, almost all traders in the capital’s (and not only) vegetable warehouses. With the help of his henchmen “authorities” Zaur Akhmedov and Maharram Guliyev, he pulled wholesalers from other markets to Food City, which provided Nisanov with a stable cash flow. And now, when such business sharks as the Rotenberg brothers, Gennady Timchenko, as well as Ramzan Kadyrov, Adam Delimkhanov and thief in law Akhmed Dombaev (Akhmed Shalinsky) have entered the game against Nisanov, the reverse process may begin and all traders will switch to base “Four Seasons”, in the Domodedovo area.

Guliyev received Russian citizenship back in 1996 at the Internal Affairs Directorate of the Novgorod Region. And on August 16, 2018, by a decision of the Novgorod District Court, it was established that Guliyev knowingly provided false information about his place of residence in the Russian Federation when applying for citizenship. As a result, the conclusion on his admission to citizenship was declared invalid.

That is, it took 22 years and special circumstances that had nothing to do with compliance with the law to identify violations.

Let us recall that a similar “epiphany” of the responsible authorities occurred in relation to the famous thief in law Tariel Oniani (Taro). After the Khamovnichesky Court of the capital sentenced him to 10 years in prison in 2010 for organizing the kidnapping of a businessman and extortion, the FMS immediately “remembered” that he had received his Russian citizenship illegally 4 years earlier. Oniani received a Russian passport on the basis of registration in Tatarstan on February 6, 1992 (according to the law, regardless of place of birth, persons who permanently resided in the Russian Federation on this date had the right to obtain citizenship). However, an audit showed that the entry in the house register about Oniani’s registration in the Bugulminsky district of the Tatar Autonomous Soviet Socialist Republic was made retroactively.

Also, Guliyev lived quietly all this time, worked, or better said, resolved issues, owned commercial companies, sued banks, ended up in criminal reports, was arrested, hid from law enforcement officers, and no one cared about him.

But let’s get back to his past. Guliyev came to Moscow in the 90s together with his younger brother Rovshan (not to be confused with Rovshan Dzhaniev) and at first he himself sold vegetables and fruits in the Teply Stan metro area. Then he moved to the market in the Sheremetyevo area, which was controlled by thief in law Mirseymur Abdullaev (Seymur Nardaransky).

In the spring of 2003, the thief was shot along with his acquaintances in the Peshtera nightclub on Shchelkovskoye Highway in Moscow. This was a response to another high-profile crime that occurred a week before - the murder of Chechen and Azerbaijani “authorities” who gathered at the Take sushi bar on Kutuzovsky Prospekt to resolve issues of control over the capital’s markets: the Chechens wanted to get a share in the business , which was almost completely controlled by the Azerbaijanis. However, their conversation ended in an unexpected way: from the street through the windows of the bar, machine gun fire was opened on the leaders of criminal groups. As a result, Chechen thief in law Muslim Khaskhanov (Musa), who was also a field commander and emir of the village of Valerik in the Achkhoy-Martan region of Chechnya, died on the spot. Two more thieves in law - Azerbaijani Otar Batalov (Otar Marneuli) and Chechen Artyk Dabchaev (Artik) - died in the hospital. In addition, 61-year-old Azerbaijani thief Mutaris Tajizade (Rafis) and two other participants in the gathering were injured of varying degrees of severity.

After this, Guliyev came under the “roof” of influential “thieves” - Chingiz Akhundov (Chingiz Sedoi) and Ikmet Mukhtarov (Khikmet Sabirabadsky), becoming a link between them and the market traders. And later these thieves brought him together with Rovshan Dzhaniev. At that time, Mukhtarov controlled shopping centers in the Vykhino and Zheleznodorozhny districts, received part of the income (25%) from the Cherkesovsky market and from the clothing market on Leningradsky Prospekt, owned a car dealership in Balashikha, a central wholesale market for cigarettes and alcoholic beverages in Odessa, as well as Moscow restaurants and a cafe. However, he suffered the same fate as his predecessor - in the extremely criminalized environment of market business, issues could not be resolved in any other way. In 2006, he was shot with a machine gun while getting into a Mercedes-500 parked near a house on Leningradsky Prospekt. Just a year later, his partner, Akhundov, was removed in the same way. By the way, both took part in the “debunking” of thief Nadir Salifov (Guli) who was in an Azerbaijani colony in 2005.

The work of his senior comrades was continued by Rovshan Lenkoransky, who began to control most of the capital’s vegetable markets. Maharram grew up with him. Their patrimony became the Pokrovskaya fruit and vegetable base in Biryulyovo, which then belonged to businessmen Igor Isaev (Ibragim Gadzhiev) and Aliaskhab Gadzhiev, from where Guliev received his nickname “Pokrovka Magerram”.

Officially, he and his brother were traders like everyone else - companies owned by Rovshan Guliyev - Azfrut, Pokrovka and Wayne - simply rented space there. But in reality, the Guliyevs were “foremen”, imposing tribute on all trucks arriving at the market. From each, according to various sources, they received from $200 to $3000 a day.

When the Pokrovskaya base, where pogroms took place in 2013, was closed, Guliyev moved to the Four Seasons market, and later, as we have already told, together with Rovshan Lenkoransky, he moved all the traders to the competing Food City.

By that time, Guliyev could already call himself a full-fledged businessman - in different years he acted as the director and co-founder of Stanton Group LLC and MRV-Logistics LLC working in the trade sector, as well as the developer LLC Specialized Developer SFD, on whose account Residential complex "Mytishchi Lite" in the north-east of the Moscow region, not far from the Pirogovskoye reservoir. At the moment, the complex has already been commissioned and has 12 buildings. By the end of the year, the developer promised to build a school for 600 people, but there are risks that this will not happen: the company closed 2018 with losses, and its financial condition received a CCC rating - “unsatisfactory.”

After the murder of Rovshan Lenkoransky in 2016, the “empire” he built continued to work for some time. Maintaining friendly ties with criminal “authority” Zaur Akhmedov, thieves in law Vagif Suleymanov (Vagif Bakinsky), Khadzhi Talybkhanly (Hadzhi Beylagansky), Rashad Ismailov (Rashad Gyandzhinsky) and others, Guliyev continued to raise money for the clan. However, the activity of the “historical enemy” Dzhaniev Guli, who was released from prison in 2017, a year later led to an almost complete loss of control over the markets. The Food City traders who worked under the supervision of Zaur and Maharram, as well as people around them, began to be put under pressure, trying to redirect cash flows. At some point, Akhmedov found himself virtually in a state of siege, expecting an assassination attempt at any moment.

It was then that Guliyev suffered his first setbacks. At the end of March last year, a case was initiated against him under Part 4 of Art. 159 of the Criminal Code of the Russian Federation ( fraud on an especially large scale). The total amount of financial claims against him amounted to about $13 million. It is noted that these debts have accumulated since the operation of the Pokrovskaya base. And from “Four Seasons” alone, nine people complained about the “businessman” to law enforcement agencies.

Most likely, this money was received in the form of bribes or as working capital from other merchants back in the days when he could act as a guarantor either for their return or for providing patronage. But when it became clear that his power was shaken, everyone began to demand their money back.

In addition, we discovered the claims of IBA-Moscow Bank, considered in 2013 in the Moscow Arbitration Court and the Chertanovsky District Court of Moscow, for the recovery from Guliyev of about $1.5 million, previously issued as a loan to AMTEK Expertise LLC under a bank guarantee agreement. Guliyev undertook to bear joint liability with the LLC in the event of the latter’s failure to fulfill its obligations.

On March 31, 2018, employees of the Criminal Investigation Department of the Moscow Region, with the force support of the Special Purpose Center of the Russian Guard, detained Guliyev in his Moscow apartment. However, the Domodedovo City Court chose a measure of restraint for him in the form of house arrest. And as soon as Guliyev was free, that same evening he threw a banquet at the Baku Lights restaurant on the occasion of his release, thereby violating the conditions of detention. In addition, he did not respond to incoming subpoenas from the Investigative Committee, so he was put on the federal wanted list. At this time, one of the victims in the criminal case began to regularly receive threats of murder and harm to him and his family members. Another victim had his house burned down. Only thanks to the prompt work of emergency services, it was possible to avoid casualties and complete destruction of property. And on the territory of the Food City market, bandits kidnapped his brother with demands to withdraw his statement, renounce his claims and testify. The relative was saved only thanks to the intervention of police officers.

In April, Guliyev was detained again, and by decision of the Tverskoy District Court of Moscow he was placed in a pre-trial detention center. In the capital, his case could not be resolved - the Moscow City Court left the complaint filed by his lawyers without satisfaction. But as soon as it moved into the area, everything was decided positively again. First, the Sergiev Posad court extended Guliyev’s period of detention until September 2018. But already at the beginning of June 2018, the appeals panel of the Moscow Regional Court released Guliyev on bail in the amount of 3 million rubles, which, unlike funds to cover his debts, he had. In addition, restrictions on leaving the Russian Federation for up to three years were imposed on the businessman. It was assumed that during this time he would pay off his debts.

And yet, all these circumstances did not prevent him from calmly leaving the country with a canceled Russian passport and, when he wanted, returning to it again. Most likely, Pokrovka Magerram would have continued to go out to restaurants, and only the changed situation related to the redistribution of the market (in a more general and specific sense) made it possible to detain him again.

By the way, the fact that Guliyev’s connections and experience were not needed by Nisanov’s opponents suggests that negotiations are apparently being conducted directly with Guli - as with the main representative of all Azerbaijani traders, who, in fact, make up the market business.
