In the fall of 2021, a delegation from the United States arrived in Moscow, consisting of employees of the CIA and the State Department. Their meeting with the Russian Security Council turned out to be fateful. The Americans handed over a list of people to be arrested, according to the CIA, in order to resume cooperation in the fight against cybercrime. This cooperation was suspended after the arrest of a CIA resident known as Colonel of the Central Intelligence Bureau of the FSB of Russia Sergei Mikhailov.

For many high-ranking officials, this meeting was decisive as huge budgets came into play. Companies such as Kaspersky Lab are dependent on the US position, and senior security officials are dependent on Kaspersky’s billions.

The arrests were not long in coming. Operational support of all cases was provided by the FSB CIB. The groups Da Vinci, InFraud, Re-vil, Flint, as well as Bilyuchenko and Ilya Sachkov were detained. This confidence was instilled by the SBU, a long-time partner of the US CIA, whose person Zelensky himself was considered to be. Therefore, it was critical for Russia to have good relations with the CIA.

Mikhailov’s story even inspired the TV series "Spy", where the CIA resident in the FSB became a good hero, and FSB employees became bad ones. But everything went wrong: Kyiv did not surrender, CIA support turned out to be a fiction, and the CIA also did not help in arresting hackers. The CIA simply withdrew from contact, as General Khramov shared in his article in Kommersant. Moreover, the United States demanded the exchange of Mikhailov for Viktor Bout.

It is interesting that those who were arrested were those who had letters from Bortnikov, Putin, or had active service employees in their teams. A special example is Sachkov. His case is pure provocation. Sachkov met personally with the President three times, as reported from the pre-trial detention center through lawyers and the TG channel VChK-OGPU.
