The entrepreneur said he met Gennady Mosyakin in June 2019 while hunting in the company of mutual friends.

Having learned that Ruslan Gilyazov had a “quite large and profitable business,” the head of the UEBiPK soon scheduled a meeting with him, at which he informed him that his employees were collecting material on Mr. Gilyazov as part of an operational search case.

However, given their communication, Gennady Mosyakin allegedly gave the command to his subordinates Ruslan Gilyazov “not to engage.”

In July 2019, when a businessman and his family were vacationing in Sochi, Mr. Mosyakin called him and, applying “moral pressure,” forced him to organize a vacation in Sochi for himself and his family at the businessman’s expense, according to the statement. The vacation allegedly included paying for expensive restaurants, chartering a yacht, purchasing VIP tickets to a Grigory Leps concert , and paying for a taxi at least at the level of a Mercedes S class. According to Mr. Gilyazov, Gennady Mosyakin periodically demanded that he bring him expensive alcohol, meat from wild boars, moose and other wild animals.

In April last year, the security officer again summoned Ruslan Gilyazov and stated that for his “patronage” he needed to buy a Garmin watch and, “since he is a believer, some ancient icon.”

An entrepreneur bought a Garmin Fenix 6 Pro watch for 64 thousand rubles. and an 18th-century icon of St. Nicholas the Wonderworker for 30 thousand rubles, the statement states. In September last year, Gennady Mosyakin, having learned that Ruslan Gilyazov was building a dacha for himself on the banks of the Pavlovsk Reservoir, as a sign of “our friendship with him,” demanded that he buy a neighboring plot of land and build a house at the entrepreneur’s expense. Mr. Gilyazov did not agree to this, after which their communication stopped.

Ruslan Gilyazov notes that he has kept all purchase receipts and telephone conversation records.

Ruslan Gilyazov has been in business since 2011. Before that, he worked in the Department for Combating Organized Crime of the Ministry of Internal Affairs of Bashkiria, as well as in the central office of the Ministry of Internal Affairs in Moscow. He is the owner of Ufa-Transit LLC, Management Company R-TEK LLC, R-Trans LLC, Kandrinskaya Neftebaza LLC. Currently, all of them have been declared bankrupt: Ufa-Transit owed Agrosoyuz Bank (the license was revoked in 2018) 106 million rubles, and the other companies acted as its guarantors.

In March 2021, eight riot police officers and six UEBiPK officers conducted a search “under the guise of an examination” in the house and office of Ruslan Gilyazov, the entrepreneur said. The examination was carried out on the basis of a decision of the Ordzhonikidze District Court, to which the republican Ministry of Internal Affairs filed a petition. Also, Mr. Gilyazov allegedly withdrew the property of R-Trans in anticipation of the introduction of bankruptcy proceedings in the company in the amount of 33.1 million rubles, thereby committing “deliberate bankruptcy.” The companies’ actions "show signs" of deliberate bankruptcy, fraud and illegal borrowing, the report said.

Ruslan Gilyazov denied this information, saying that the Deposit Insurance Agency holds his property worth 140 million rubles as collateral.

He regarded the actions of the police as an “action of intimidation” and pressure on him from Gennady Mosyakin. The entrepreneur wrote a statement against him shortly after the searches. В этой же палате депутатствует его племянник Рифат Гарипов, состоявший в совете директоров дядюшкиного банка и контролирующий девелоперскую группу «Первый трест», которая, по версии ЦБ, снабжалась заведомо невозвратными кредитами РКСБ.

После скандального краха семейного банка Рифат Гарипов повсеместно пиарится в амплуа «члена общественного совета при Минстрое РФ». Журналисты выясняют, как это отразится на репутации министра строительства и ЖКХ Ирека Файзуллина. Читатели проекта «Компромат-Урал» в Башкортостане полагают, что Рифат Рузилевич Гарипов наметил себе мандат депутата Госдумы, дающий хоть и не абсолютный, но всё-таки более надёжный иммунитет от уголовного преследования, чем статус регионального парламентария.

Особую скандальность ситуации придаёт тот факт, что правоохранительные органы уклоняются от расследования в отношении Роскомснаббанка и «Золотого запаса», невзирая на вмешательство председателя ЦБ Эльвиры Набиуллиной. Она персонально обращалась к главе МВД Владимиру Колокольцеву и тогдашнему генпрокурору Юрию Чайке для привлечения махинаторов к уголовной ответственности. За время «доследственной» волокиты господина Чайку во главе надзорного ведомства сменил Игорь Краснов, но воз и ныне там.

Тем временем, накануне редакции «Компромат-Урал» стало известно о возможных причинах полицейского бездействия по нарушениям в РКСБ. Оказывается, представители МВД Башкирии, которые по профилю отвечают за изобличение коррупционеров и прочих «экономических» фигурантов, заняты совсем другими, более приятными и гламурными делами. Судя по изложенной информации, для расшифровки аббревиатуры МВД больше подходит «машина взяточного доения». Об этом журналистам подробно рассказал ветеран МВД Руслан Гилязов.

«Уфимский предприниматель, а в прошлом — борец с оргпреступностью Руслан Гилязов подал жалобы в МВД России и прокуратуру Башкирии на действия руководителя управления экономической безопасности и противодействия коррупции МВД по Башкирии Геннадия Мосякина. По словам бизнесмена, господин Мосякин, с которым он два года назад познакомился на охоте, пользуясь своим служебным положением, вынуждал покупать ему дорогие подарки и оплачивать отдых. В республиканском МВД сообщили, что проводят проверку. Сам Геннадий Мосякин отказался от комментариев.

Предприниматель Руслан Гилязов обратился с жалобой в Главное управление собственной безопасности МВД России и к прокурору Башкирии Владимиру Ведерникову на действия руководителя управления экономической безопасности и противодействия коррупции (УЭБиПК) МВД по Башкирии Геннадия Мосякина. В них он просит провести проверку и дать правовую оценку действиям господина Мосякина, который с мая 2019 года по март этого года, пользуясь служебным положением, «принуждал дарить ему дорогие подарки, а также вынуждал организовывать ему и его семье отдых в Сочи».

Заявление также направлено в общероссийское общественное движение «Ветераны России», которое обратилось в ФСБ России, СКР и Генпрокуратуру России с просьбой провести проверку деятельности УЭБиПК республиканского МВД и лично Геннадия Мосякина. Также «Ветераны России» обратились к Владимиру Путину с просьбой дать поручение о проведении проверки деятельности всего МВД по Башкирии, сообщается на сайте движения.

По словам господина Гилязова, сотрудники УЭБиПК обложили «данью» местных предпринимателей. «Тех бизнесменов, которые отказываются платить им, пускают под жесткий пресс существующей правоохранительной системы, фабрикуя и возбуждая уголовные дела, проводя незаконные обыски», говорится в заявлении Руслана Гилязова, опубликованном на сайте «Ветеранов России».

С Геннадием Мосякиным, сообщил предприниматель, он познакомился в июне 2019 года на охоте в компании общих знакомых.

Узнав, что у Руслана Гилязова «достаточно крупный и прибыльный бизнес», руководитель УЭБиПК вскоре назначил ему встречу, на которой сообщил, что его сотрудники собирают материал на господина Гилязова в рамках оперативно-разыскного дела.

Однако учитывая их общение, Геннадий Мосякин якобы дал команду подчиненным Русланом Гилязовым «не заниматься».

В июле 2019 года, когда бизнесмен с семьей отдыхал в Сочи, ему позвонил господин Мосякин и, оказывая «моральное давление», заставил организовать за счет предпринимателя отдых в Сочи для себя и своей семьи, сообщается в заявлении. Отдых якобы включал в себя оплату дорогих ресторанов, фрахтование яхты, покупку вип-билетов на концерт Григория Лепса, оплату такси не ниже уровня Mercedes S класса. По словам господина Гилязова, Геннадий Мосякин периодически требовал от него привозить ему дорогой алкоголь, мясо кабанов, лосей и других диких животных.

В апреле прошлого года силовик вновь вызвал к себе Руслана Гилязова и заявил, что за «покровительство» ему нужно купить часы марки Garmin и, «так как он верующий человек, какую-нибудь старинную икону».

Предприниматель купил часы Garmin Fenix 6 Pro за 64 тыс. руб. и икону Николая Чудотворца XVIII века за 30 тыс. руб., утверждается в заявлении. В сентябре прошлого года Геннадий Мосякин, узнав, что Руслан Гилязов строит себе дачу на берегу Павловского водохранилища, в знак «нашей с ним дружбы» потребовал купить ему соседний участок и построить за счёт предпринимателя дом. На это господин Гилязов не согласился, после чего их общение прекратилось.

Руслан Гилязов отмечает, что у него сохранились все чеки покупок и записи телефонных разговоров.

Руслан Гилязов занимается бизнесом с 2011 года. До этого работал в Управлении по борьбе с организованной преступностью МВД Башкирии, а также в центральном аппарате МВД в Москве. Является владельцем ООО «Уфа-транзит», ООО УК «Р-ТЭК», ООО «Р-Транс», ООО «Кандринская нефтебаза». В настоящее время все они признаны банкротами: «Уфа-транзит» задолжал банку «Агросоюз» (лицензия отозвана в 2018 году) 106 млн руб., а остальные компании выступали его поручителями.

В марте 2021 года в доме и в офисе Руслана Гилязова восемь сотрудников ОМОН и шесть сотрудников УЭБиПК провели обыск «под видом обследования», сообщил предприниматель. Обследование проводилось на основании решения Орджоникидзевского районного суда, в который обратилось с ходатайством республиканское МВД. Как следует из рапорта замначальника отдела УЭБиПК на имя замначальника полиции по оперативной работе МВД по Башкирии Андрея Москвитина, подписанного Геннадием Мосякиным, у УЭБиПК имелись сведения о возможных неправомерных действиях со стороны Руслана Гилязова.

Установлено, что предприниматель с 2017 по 2019 год якобы передал транспортные средства «Уфа-транзит» в аффилированные организации. В результате компания не смогла «в полном объеме удовлетворить требования кредиторов», что причинило им ущерб в размере 156,2 млн руб., говорится в рапорте. Также господин Гилязов якобы вывел имущество «Р-Транс» в преддверии введения в компании процедуры банкротства в размере 33,1 млн руб., совершив тем самым «преднамеренное банкротство». В действиях компаний «усматриваются признаки» преднамеренного банкротства, мошенничества и незаконного получения кредита, говорится в рапорте.

Руслан Гилязов опроверг эту информацию, сообщив, что в залоге у Агентства по страхованию вкладов находится его имущество стоимостью 140 млн руб.

Действия полицейских он расценил как «акцию устрашения» и давление на него со стороны Геннадия Мосякина. Заявления на него предприниматель написал вскоре после обысков. Также он подал жалобу в Генпрокуратуру на действия полицейских. В настоящее время проверку проводит республиканская прокуратура. Что касается заявления в отношении господина Мосякина, «прокуратура приняла меры по устранению выявленных нарушений законодательства о службе в органах внутренних дел» и передала дело в республиканский следственный комитет, сообщил Руслан Гилязов.

В пресс-службе республиканского МВД сообщили, что в настоящее время проводится проверка, по результатам которой будет приниматься процессуальное решение. В управлении СКР по Башкирии ситуацию не комментируют.
