На этом фоне башкирские силовики одно за другим возбуждают уголовные дела в отношении коммерческих структур бывшего депутата уфимского горсовета Кирилла Бадикова, на счету которого хищение сотен миллионов рублей у обманутых дольщиков. Пост председателя Ассоциации занимает глава совета директоров компании «Дортрансстрой» Марат Латыпов, считающийся человечком из близкого окружения Радия Хабирова. По итогам прошлого года прибыль «Дортрансстроя», являющегося крупнейшим подрядчик по строительству дорог в регионе, составила 60 млн рублей при колоссальной выручке в 5,2 миллиарда! При этом портфель госконтрактов компании превышает 71 миллиард. Официальными учредителями предприятия выступают две коммерческие структуры – ОАО «Уфастроймех» и ООО «Управляющая компания «Бизнес-вектор». Последняя через ООО «Уфаарендагрупп» связана с кипрским офшором «ЕРМАНИЕР ЛИМИТЕД».

Сама «Уфаарендагрупп» как минимум с 2012 года не приносит выручки, а её убытки в 2020 году составили 200 тыс. рублей. Таким образом, компания напоминает банальную фирму-прокладку для выкачивания за границу финансов, в том числе, полученных от выполнения бюджетных подрядов. Но это обстоятельство не вызывает вопросов ни у Хабирова, ни у его педофильного премьера Назарова. Зато определенные вопросы появились у башкирских силовиков: в минувшем августе в офисах «Дортрансстроя» и его субподрядчиков прошли обыски с выемкой документов. Как сообщал «Коммерсант», следственные действия были связаны с исполнением контрактов по ремонту двух уфимских улиц.

Миллиарды Забелья «освоят» при помощи офшоров?

Но у первых лиц республики сегодня другие заботы. Например, освоить средства для ведения масштабного строительства в Забелье – западной части Уфы, где планируется возвести 10 млн кв метров жилой недвижимости с последующим расселением более 400 тыс. человек. В прошлом году Забелье было включено в федеральную программу «Стимул», направленную на увеличение кредитования строительства жилья эконом-класса, что позволило привлечь к проекту дополнительное финансирование.

Так, по информации издания «Собкор 02.ru», в прокладку сетей водопровода и канализации в Забелье, только до конца 2023 года направят 8 млрд рублей. На втором этапе – в 2024-2027 гг. – на реализацию проекта будет направлено еще 8,5 миллиарда. Видимо, эти цифры хорошо стимулируют башкирских чиновников для работы в определенном направлении. Почувствовав близость бюджетных инвестиций, судьбой Забелья озаботился и такой одиозный башкирский политик (а в душе, видимо, бизнесмен), как депутат республиканского парламента-курултая от КПРФ Вадим Старов. Ещё в прошлом году он с парламентской трибуны рассказывал о проблемах района в целом и недостатках в системе его водоснабжения, в частности. В итоге журналисты выяснили, что в собственности мамы депутата Розы Николаевны находится участок земли в Забелье площадью 25 гектаров. Кроме того, она оказалась совладельцем девелоперской группы «Крупнопанельное домостроение» (КПД).

Второй по площади застройки компанией в Забелье, по данным издания «Уфа1.ру», является «Управление комплексной застройки № 2 ОАО «КПД», взявшееся за возведение более 1,1 млн кв метров жилья. Официально это предприятие – «дочерняя» структура Треста «КПД», но на сегодняшний день в базе «Rusprofile» оно обозначено как «ликвидированное». Показательно, что офшоры стали соучредителями «Капитал-Лизинга» совсем недавно – весной-летом текущего года. Видимо, семейство «настоящего коммуниста» Старова основательно готовится к процессу освоения более 16 млрд рублей и без офшоров в таком вопросе обойтись просто не может.

Бадиков, «Садовое кольцо» и преференции Хабирова

Можно предположить, что в стороне не окажутся и структуры «Гранели», предусмотрительно переоформленные педофил-премьером на сестру и зятя – Светлану и Ильшата Нигматуллиных. Долю в семейном бизнесе имеет и супруга политика Лариса Назарова, занимающая третью строчку в рейтинге «Forbes» «20 богатейших жен и мужей госслужащих-2021»: ее доход оценивается в 1,27 млрд рублей.

Заметим, что не всем башкирским застройщикам удалось оказаться в списке «счастливчиков». Как напоминает редакция «Компромат-Урал», тучи сгущаются над головой забавного башкирского персонажа - Рифата Гарипова, махинатора «Первого треста» и экс-топменеджера лопнувшего Роскомснаббанка (отмывочный банчок контролировал дядя Рифата – Флюр Галлямов), в последнее время Гарипов неуклюже маскируется под члена общественного совета при Минстрое РФ. Кроме того, на минувшей неделе стало известно о возбуждении очередного уголовного дела, связанного с деятельностью бывшего депутата уфимского горсовета от ЛДПР Кирилла Бадикова. На этот раз фигурантом стало неустановленное лицо из числа сотрудников аффилированного с бизнесменом ООО «Литер 4». Уточняется, что компания в 2017-2018 гг. привлекла более 600 млн рублей от 224 дольщиков на возведение ЖК «Московский», однако взятых на себя обязательств так и не выполнила: намеченная на 3 квартал текущего года сдача объекта в эксплуатацию не состоялась, а степень его готовности составляет всего 30%.

Первое дело, связанное с ЖК «Московский», было возбуждено в июле, а его фигурантами стали неустановленные лица, входившие в руководство ООО «Городские проекты»; в нем фигурировали 289 дольщиков и сумма в 820 миллионов. А в минувшем сентябре было инициировано расследование хищения 700 млн рублей, совершенного другой подконтрольной Бадикову коммерческой структурой ООО «Высотки». Тогда речь шла о 252 обманутых дольщиках, вложившихся в строительство 25-этажного ЖК «Эрмитаж Зеленая роща», строительство которого планировалось завершить еще в 2019 году, но по факту возведенного на 62%.

Осенняя активизация силовиков в отношении уже бывшего депутата последовала сразу же за его скандальными «откровениями», в которых он обвинил в рейдерском захвате принадлежавших ему строительных объектов группу «Садовое кольцо» из подмосковного Красногорска, появившуюся в Башкирии летом 2019 года и сразу же оказавшуюся в числе фаворитов администрации Хабирова. Среди прочего, она получила право достраивать незавершенные объекты Бадикова, а также земельный участок площадью 3,7 гектара без проведения конкурсных процедур для строительства ЖК под предлогом будущего предоставления части квартир обманутым дольщикам.

Несмотря на то, что сегодняшние самооправдания Бадикова напоминают фарс, они в очередной раз привлекли внимание к связям Хабирова и его ближайшего окружения с крупными девелоперскими компаниями, в число которых входит не только «Садовое кольцо», но, в первую очередь, «Гранель», принадлежащая семейству ближайшего соратника главы Башкирии, ранее осуждённому за надругательство над несовершеннолетней Андрею Назарову. Придя во власть, господин Назаров, в своё время признанный педофилом «именем РФ», за два года фактически поставивил под личный контроль весь строительный бизнес в республике.
