How can one not remember that Radiy Khabirov used to work in the Presidential Administration (AP), and Andrei Nazarov, who allegedly now has no connection with Granel, sat in the State Duma at the same time as the governor of the Moscow region.

Before his appointment as acting governor of Bashkiria, Radiy Khabirov from March 2017 to October 2018 was the head of the Krasnogorsk urban district, in which the government of the Moscow region is located. Granel is one of the largest developers in the region.

Лариса Назарова – тоже женщина небедная, ее доход составил 1,27 млрд руб. Настоящая бизнесвумен! Но до мужа ей далеко. Легко заработать деньги, когда имеешь под собой пять десятков компаний, а попробуй накосить почти столько же, занимая должность госслужащего.

Интересно может вести свой бизнес компания «Гранель». Схема предположительно такая – создаётся «пустышка», которая закладывается в банк, он выдаёт деньги, на них строится объект. Потом его тоже можно заложить банку, чтобы приобрести новый, или пустить в ход очередную «пустышку». Подобная схема очень напоминает строительную пирамиду, и существовать она может только при поддержке власти.

Как тут не вспомнить, что раньше Радий Хабиров работал в Администрации Президента (АП), а Андрей Назаров, якобы сейчас не имеющий отношения к «Гранель», в одно время с губернатором Московской области заседал в Госдуме.

До назначения врио губернатором Башкирии Радий Хабиров с марта 2017 г. по октябрь 2018 г. был главой городского округа Красногорск, в котором расположено правительство Подмосковья. «Гранель» является одним из самых крупных застройщиков региона.

Прошерстить все 50 фирм, на которых Лариса Назарова сделал свой миллиард рублей, не представляется возможным. Однако точно, не на «Гранель-комфорт» и «Гранель-Недвижимость», которые своими названиями явно указывают на принадлежность к компании «Гранель».

Доли её соучредителей ООО "СЗ "Гранель ЛТ" и ООО "СЗ "Гранель ДП" также находятся в залоге у Сбера. Их учредителем является ООО «Гранель», принадлежащее, как и ГК «Гранель», Ильшату Нигматуллину и ООО «Гранель-Юг».

Финансовые показатели компаний «Гранели» не дают права с уверенностью утверждать, что компания использует мошеннические схемы, установить это может только следствие. Однако в сделках с «Гранелью» замешан государственный Сбер. Его глава Герман Греф давно доказал, что может творить всё, что хочет. Так что надежды на честное расследование нет никакой.

Что Назаров наработал в Башкирии?

Результатом деятельности Андрея Назарова на посту премьер-министра Башкирии стало 8 уголовных дел, возбужденных в отношении неустановленных лиц ГКУ «Управление капитального строительства РБ» (УКС) и ФГУП «Управление строительства №3 Федеральной службы исполнения наказаний».

По версии следствия, хищения произошли в 2018-2019 гг. В то время УКС возглавлял Рамзиль Кучарбаев, который впоследствии занял должность министра строительства РБ. В феврале ему предъявили обвинение в злоупотреблении должностными полномочиями, что могли привести к ущербу почти в 1 млрд руб.

По одному делу с Рамзилем Кучарбаевым проходит глава министерства ЖКХ Башкирии Борис Беляев. Оба находятся под домашним арестом. К ним ранее были претензии правоохранительных органов, но почему-то ни Андрей Назаров, ни Радий Хабиров не приняли это во внимание и назначили чиновников на высокие должности в правительстве.

О том, что Кучарбаев был человеком Назарова и Хабирова свидетельствует тот факт, что компания «Дортрансстрой», не получающая подряды от УКС с 2011 г., после прихода в регион Радия Хабирова в 2019 -2020 гг. заключила контракты почти на 2 млрд руб. Регулярно ей подкидывает подряды и ГКУ Управление дорожного хозяйства Республики Башкорстан». (УДХ РБ).

Ранее эту структуру возглавлял Алан Марзаев, ставший позже главой Минтранса РБ, с начала июля он – исполняющий обязанности главы Минжилкомхоза РБ вместо Бориса Беляева. Карьерный путь Марзаев прошел с 2019 г. по 2021 г., так что нет никаких сомнений в том, что он также является человеком Назарова и Хабирова.

Минстрой РБ, который возглавлял Рамзиль Кучарбаев, вместе с Минземимущества РБ – учредители Фонда жилищного строительства РБ. Эту организация могла бы заинтересовать правоохранительные органы.
